National Resource Development Council for Inclusion and Equity


The NRDC-IE  was formed by M.H.M. & Associates Enterprise, Inc. (MHM) in association with the University of Southern California, School of Public Policy – Center for Economic Development; the Loma Linda University School of Public Health – Center for Community Resilience; and TCU Community Partnership. The Council is dedicated to changing the landscape of grant funding to foster inclusion and equity.

Our mission is to direct the expertise and resources necessary to empower minority women, redefining how healthy living and American prosperity are made accessible to all. We focus on environmental sustainability, economic prosperity, and equity in health, education, and other public services. By developing concepts and logic models, we aim to introduce new systems that support the success and well-being of minority women in their communities.


The Council is made up of the following members:

Luvina Beckley, MHSA – Chairwoman of the NRDC-IE.

Luvina Beckley is a visionary leader with over 26 years of executive-level management experience. As the CEO and President of MHM, she has pioneered systemic strategies like the e3p3 Model for Cities. Her background as a former NCAA-CCAA Coach of the Year for Div. II Women’s Basketball demonstrates her leadership and coaching skills, which she now applies to business and government leaders across the U.S. A member of the National Association of Female Executives and the Southern Poverty Law Center, Luvina is dedicated to promoting inclusion and equity by securing funding for Black and minority women-led nonprofits and small businesses.

Caron Battle - A Proven Leader in Training and Development 

Caron Battle is a lifelong learner and teacher with extensive experience in project management and training for Fortune 500 companies and government entities. She has spent the past two decades working collaboratively to improve processes, engage personnel, and ensure adherence to civil rights laws, particularly the Americans with Disabilities Act. Caron’s work focuses on removing barriers to access employment, programs, and public spaces, making her a key advocate for inclusion and equity in all her initiatives.

Tanya Burke – Executive Member

E3— Social Justice | Past Mayor Pro-Tem City of Perris

Tanya Burke served as a councilwoman and mayor pro-tem for the city of Perris. Burke consistently brought determination, passion, and commitment to the city of Perris, her accomplishments awarded her several accolades.

Kim Carter – Executive Member

E3— Social Justice | CEO of Time for Change

Kim Carter is the Founder and Executive Director of Time for Change Foundation. Motivated by her own experiences as a formerly incarcerated woman, Kim made it her mission to help women and children make the transition from homelessness and recidivism to self-sufficiency. Today she is a powerful voice for women who bear the scars of poverty, homelessness, and incarceration.

Deborah Robertson, MPA – Executive Member

 Elected as Mayor in 2012, Deborah Robertson has a distinguished career in public service. With 14 years on the Rialto City Council and leadership positions at SCAG and the CA Department of Transportation, she has driven innovation in public-private partnerships, business development, job creation, and city infrastructure. Deborah’s work in these areas has been pivotal in creating equitable opportunities for underrepresented communities. As the chair of the Energy and Environment Policy Committee for SCAG and their representative on the NRDC-IE, she is committed to advancing policies that promote equity and sustainability.

Kim Kirner, Ph.D. – Executive Member

 Kim Kirner is a cultural diversity advocate and social scientist passionate about promoting personal and global growth. With a doctoral degree in Cultural Anthropology, Kim began her grant writing career at the University of California, Riverside, and later joined MHM in 2009. Her work focuses on developing grants for city and government projects, emphasizing inclusive policies and programs that address social problems. Kim’s efforts in fostering cultural understanding contribute significantly to creating equitable opportunities for all communities.

Tammie Watson – Executive Member

 Tammie Watson is a professional Life Coach and advocate for financial independence and family values. As the Co-Founder of TE2 Enterprises, she promotes a life worth living, emphasizing the importance of residual income and living debt-free. Tammie’s approach to business and life is rooted in creating opportunities for others to achieve their dreams and live fulfilling lives. Her work is instrumental in empowering individuals from diverse backgrounds to achieve financial stability and personal growth, aligning with the mission of promoting inclusion and equity.

Denita Draper – Executive Member

 Denita Draper founded Living the Dream to help others achieve homeownership and stability. Recognized by the State of Illinois for her 20+ years of service in Police Department 911 Leadership, Denita has created plans still in use today. Her dedication to service and community building is a testament to her commitment to making a difference. By providing housing and support to underserved populations, Denita’s work exemplifies the core values of inclusion and equity, ensuring that everyone has the opportunity to live a stable and secure life.

Tunua Thrash Ntuk, MPA – NRDC-LG Co-Chair of the Public Private Partnership Committee.

Tunua is the Executive Director of the West Angeles CDC, she oversees more than $100 million in real estate assets and development projects, has brokered public-private relationships with equity partners, and structured complex financing from multiple sources. Tunua is a member of the Urban Land Institute, chairs the LA Metro Crenshaw to LAX Community Leadership Council, is a Board Member of the Los Angeles Development Fund and the Greenlining Institute, and a former Commissioner of the L.A. Convention Center. She received her Masters in City Planning from MIT with an emphasis on Urban Economic Development.
